Finally, Neptune has showed up on the FCC's radar!

So, it looks like the FCC just received Neptune's application (and testing results?) three days ago (24 Feb).
The "Grantee Code" is the first part of the FCC ID. The second part is the authorization code. That should be issued soon, I hope.
